हिन्दुस्तान की नव-जागरण के उषाकाल में महामना पं0 मदन मोहन मालवीय की सद्प्रेरणा से स्व0 राजा रतन सेन सिंह ने भगवान बुद्ध की जन्म स्थली सिद्धार्थनगर परिक्षेत्र में जो ज्ञान-दीप प्रज्ज्वलित किया, उसकी दीप्ति को तीव्रता और उसके प्रभामण्डल को व्यापकता स्व0 राजा पशुपति प्रताप नारायण सिंह ने वर्ष 1968 में रतन सेन महाविद्यालय की संस्थापना करके प्रदान किया।
छात्र छात्राओं को सृजनात्मक बनाने के लिए सांस्कृतिक समिति द्वारा परिचर्चा, वाद विवाद, व निबंध लेखन प्रतियोगिता के साथ साथ शैक्षिक सत्र में विभिन्न सांस्कृतिक समारोहों का आयोजन किया जाता है । इस क्षेत्र में विशेष रुचि रखने वाले संयोजक, सांस्कृतिक समिति को 15 अगस्त के पूर्व अपना नाम अवश्य दे दें । समिति के सौजन्य से महाविद्यालय की वार्षिक पत्रिका “रत्ना” प्रतिवर्ष प्रकाशित होती है ।
